A home-based business requiring a business license would be a criterion to suggest that condo residents are conducting a business on-site. If the business has employees or clients coming to the unit, it could also be classified as a business. Also, warehousing a product, depending on the item(s), could be hazardous, as well as delivery vehicles driving in and out of a crowded parking lot. Certainly, the insurance agent or an insurance company underwriter will able to advise on whether the residents business activity creates a liability for the homeowners association.

But then, there are many forms of work at home which are mostly service-oriented; selling insurance, real estate sales, stock and investment advisors, etc. Are not these too, operating a business and technically a-foul of condo restrictions. It’s certainly a grey area.
