Freddie Mac (NYSE:FRE) today released the results of its Primary Mortgage Market Survey® (PMMS®) in which the 30-year fixed-rate mortgage (FRM) averaged 4.97 percent with an average 0.7 point for the week ending March 4, 2010, down from last week when it averaged 5.05 percent. Last year at this time, the 30-year FRM averaged 5.15 percent.

The 15-year FRM this week averaged 4.33 percent with an average 0.7 point, down from last week when it averaged 4.40 percent. A year ago at this time, the 15-year FRM averaged 4.72 percent.

The 5-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 4.11 percent this week, with an average 0.6 point, down from last week when it averaged 4.16 percent. A year ago, the 5-year ARM averaged 5.08 percent.

Homeowners filing for the home buyer tax credit are not allowed to use electronic filing and must file hard copies due to special documentation requirements. Earlier this year, the Internal Revenue Service (IRS) deployed new home buyer tax credit forms and instructions requiring forms that will force taxpayers to file on paper, rather than electronically.

The new home buyer tax credit filing rules are to ward off a repeat of 90,000 taxpayers who fraudulently claimed the credit, according to the U.S. Treasury. Under the new and expanded home buyer tax credit rule , the credit is worth up to $8,000 for first-time home buyers and up to $6,500 for qualifying existing home buyers, in both cases, who buy a primary residence or have one built.

Feds Propose Another Foreclosure Rescue Plan

Under fire for the low number of people receiving long-term mortgage help, the Treasury Department on Thursday announced new guidelines that will require applicants to provide all paperwork before getting a trial modification.

The new policy will make it harder for troubled homeowners to start the process, but it should make it easier for them to qualify for permanent assistance under President’s Obama foreclosure prevention plan.

The administration’s $75 billion housing effort has been plagued by paperwork problems since it launched last April.

Employees At Choice Hotels Becoming Home-based Workers

By all accounts, the announcement Wednesday by Choice Hotels International of its intent to close its call center in Minot within the year and transition to a home-based customer service business approach came as a shock to its 350 employees, who were advised by corporate officials not to speak to the media.

“We’ve been evaluating the situation for quite some time and looking at an array of options. We felt this is the best overall solution for the company, the best overall solution for the associates in Minot and the best overall solution for our franchisees,” said David Peikin, the company’s senior director of corporate communications. “I think it’s important to emphasize that this is a deliberate, gradual transition that will occur over the next year as we move to home-based operations. We will still have a significant presence in the Minot community.”

Fannie Mae To Help Move Florida Condos

Investors and condo sellers in Florida could be major beneficiaries of a new policy by Fannie Mae that’s designed to provide more mortgage money to stimulate sales. Last week Fannie announced an easing of its tough previous rules on spot loans in dozens of condo projects throughout Florida, including 51 buildings in the hard-hit Miami area with more than 17,000 units.

Fannie Mae said it would now provide “special approvals” for loans on units in condo projects that otherwise wouldn’t qualify for financing because of a variety of issues — from excessive unpaid condo association fees to high concentrations of investor units. The company also said it is dispatching a team of analysts who will look at condo projects throughout the state to determine whether to grant exceptions to its rules – and pump up sales volume.

The advice given by this site is perfectly sound. It really does save you money to shop around and, by using the internet search engine provided here, you can get multiple quotes. Checking through them gives you the best chance of finding the best deal for you and your family. But this site would fail you if it did not take you on to the next question. After you have the policy in place, does it still pay you to shop around? Ah ha! We hear a chorus of, “Huhs”. Well, let’s spell it out. Everything here encourages you to comparison shop, i.e. to get the current prices and pick the one that’s going to give you the best value-for-money solution to your problem. One of the standard ways in which people aim to save money is to take on ever bigger deductibles. Many of the cheaper policies also load you with copayments. So having a policy is only part of the solution if you have the misfortune to fall ill. It’s no longer enough to smile complacently, safe in the knowledge your policy will cover the costs of treatment. You have agreed to self-insure the amount represented by the deductible and/or copayments and out-of-pocket expenses. When you are picking up a percentage of the total cost, it’s in your interest to get the best value. And, guess what? That means shopping around for doctors and hospitals in exactly the same way you found your policy.

By a curious irony, both the insured and the uninsured now often face the same problem: to find prices on the internet for the treatment needed. In the same way you might shop around for an HD TV to replace your old set, you start asking, “How much does this operation cost?” followed closely by, “Where can I find a better price?” A number of doctors and healthcare facilities have begun to cater more directly to the uninsured market and now post their prices online. More importantly, some will negotiate on these prices. The fact you have a policy does not prevent you from taking advantage of this opportunity. But you need to move with care. There is never just one price for any procedure or operation. So many different factors affect price starting with where you live and who the local providers are. The prices will differ depending on whether you ask a hospital, clinic or individual doctor to quote. The root of the problem is often the insurance industry. The companies offer many types of policy and, depending on the volume of business directed to doctors, clinics and hospitals, negotiate different prices for each treatment option. It’s not unusual for there to be ten and more prices for the same treatment depending on who is paying.

So you cut through this arbitrary pricing structure and find the real prices. If you have a health insurance policy, ask your insurer for the provider prices for the networked doctors. The better companies help you find the lowest price treatments. On the internet, there are search engines giving you lists of doctors in your area with the best prices for the treatment you need. Did you know thirty-three states require hospitals publish their prices? Shopping around really can save money on health insurance!
